Eligible self-employed fathers, partners and adopters in Great Britain are due to gain access to parental pay from April 2029. If you are planning time away from your business, the announcement is worth following, but do not include it as available income in a current baby budget.
The new parental allowance, announced in the Budget on 28 October 2026, is intended for these groups. It also covers some recently employed or unemployed parents and those with broken or irregular employment who miss out on statutory paternity or adoption pay, subject to sufficient work and earnings history.
The announcement concerns pay during time away to care for a child. It should not be read as a new entitlement to funded nursery hours or a change to the Tax-Free Childcare account.
The planned start is April 2029. The announcement applies to Great Britain: England, Scotland and Wales. It does not confirm an equivalent entitlement in Northern Ireland. The wider Parental Leave and Pay Review is due to conclude in early 2027.
For a birth, adoption or period of leave before the new scheme starts, plan using the support available under the current rules. Keep future allowance income separate from the money you can rely on today.
The payment rate, payment duration, application process and detailed qualifying work-history test have not yet been set out in the announcement. Avoid assuming it will match another parental payment. Those details will matter as much as the headline start date.
Self-employed parents can already qualify for Tax-Free Childcare, subject to its own conditions. It helps pay eligible childcare bills; it is a different kind of support from replacing earnings during leave. Our self-employed eligibility guide explains the existing scheme.
If you are arranging childcare around a return to work, read our parental-leave and return-to-work guide. Check the rules for the child who needs care, your work circumstances and your return date rather than assuming all parental leave is treated alike.
Keep accurate business and earnings records, compare household costs with the income you expect during leave, and ask your childcare provider about deposits and start-date flexibility. Treat the allowance as a future possibility until the eligibility rules show how it applies to you.
